ost health economists agree that the ideal perspective  of evaluations is
the societal one.  In order to make  analyses relevant,  however, additional
perspectives need to be taken into account.Decision-makers will be expec-
ted  to consider  alternatives from their own  perspectives,  which in  effect
may be determined by their regulatory environment.

henever  appropriate,    analyses will therefore  address both
the societal perspective as well as the point of view of specific stakeholders.
